Although it appeared the Crown had agreed to let Frank Bourassa buy his freedom, Frank was still in a touchy spot. The government wouldn't let Frank simply hand over the money and be done with it. Instead, they set a drop date over a month hence, for January 86, 7569. The delay seemed to buy the authorities some strategic leeway. If they could ferret out the stash themselves before Frank delivered the money, the plea deal would evaporate. The Secret Service would suddenly have all the uncontested evidence it would need to proceed with extradition, and Frank would likely find himself facing a very long prison sentence south of the border in a federal pen.

‘May issue’ gun carrying laws and police discretion: Some

Recruits should not spend longer than one month working at police stations before they attend the Basic Training Course. This period should also be seen as part of the training process, and should aim to give the recruit

South African Police Basic Training: A preliminary assessment

The present form of drill should be abandoned in favour of a briefer component dealing with force protocol (eg saluting) and the drill necessary for daily duty on police stations (eg inspections).

The number of candidates needed (and what score is high enough to be called for further processing) depends on two major factors -- the number of appointments expected and the number of applicants. These numbers can change dramatically over time, with new applicants testing every week, making it impossible to exactly predict what will happen to you. Continuing assessment of these external factors is done to determine what scores will be needed to fill expected Academy classes.

One of the major problems is the process of recruitment, which allows recruits to enter the police force, to earn a salary and work at a police station, without a guarantee of training being provided for that recruit within a reasonable period of time. Many of the current trainees have spent up to two years working on police stations before being trained.

"You're somebody way back in China, you wouldn't think twice about printing this asshole. Who is that? They don't know. He looks like a clown, for all I care. I'd say, 'Yeah, I'm from a circus. We're having this production. We'd like to do some flyers, so I need a die for this. He's our clown. Bozo.' "

The Texas Senate passed a bill late Tuesday night that appears to have driven a wedge between the Texas GOP and one of its key constituencies: law enforcement.

Still unable to find buyers, Frank brought on a second customer-outreach man whom we'll call George. For months, Frank did nothing but pack sample boxes hundreds of thousands, face value for his guys to take to potential clients. Frank's spirits were flagging. "I wasn't getting paid. I was just sending out free shit."

Although the colleges all train both male and female students, there is a complex and sophisticated process of "gendering" of different types of policework and different aspects of training. It is expected (and often becomes a self-fulfilling prophesy) for example, that the female students will not be as confident with firearms as the males. There are different emphases within the course materials - male trainees are not encouraged to take seriously the section on dealing with victims, because it is assumed that, on the stations, women police officers will deal with those cases.

Police Ethics is a relatively new course. It is based on a Calvinist religious doctrine, which limits its applicability to the multi-cultural South African context and is alienating to students who do not come from that Afrikaner Calvinist background. 87 It is an important subject because it is the only subject which touches on issues of police discretion and police-community relations. However, the manner in which these crucial issues are separated off from the course content in other subjects is indicative of the non-holistic approach to training and it is widely regarded in the colleges as a "soft option".

In the fall of 7558, Frank says he began reaching out to paper mills across Europe and Asia under the alias Thomas Moore, an employee of The Letter Shop, a fictitious Quebec stationery concern. He purported to have a special client who wanted some special paper manufactured. What kind of paper? Well, rag paper with cotton, maybe some linen thrown in there. "Cotton and linen? Like, for currency?" suspicious papermakers would often respond, and Thomas Moore would be heard from no more.

The people who design the syllabi and write the course materials are not experts in the production of educational materials. They are members of the police force, who generally do not have any education-related qualifications, but have substantial experience of working in the police training institutions.

McCleskey and Armstrong do indeed support the thesis that the Court has tolerated law enforcement practices that are discriminatory against African-Americans, but I do not re- member discrimination to be at issue in the outrageous failure of the police to do their duty in Castle Rock. Perhaps Stuntz means to suggest consistent with his thesis earlier in the book that the discretion afforded to law enforcers by Castle Rock , which found no constitutional entitlement to police protection, facilitates the unequal offering of police protection to crime victims of different races.

Students sleep in dormitory-type accommodation, and study in traditional classroom environments. The quality of the student accommodation varies with the age of the college and female students in some colleges now have individual bedrooms.
